A: It won't tear, but: A harness does not provide the swivel action action that a collar does. There more of a chance of the dog tangling itself up or worse wrapping the lead/chain/tie out around his/her neck and choking. I would never advise someone to tie out with a harness unless some kind of swivel is used between the lead and the harness connector.
